General Surgeon 's  Response
Hi,Dear !! Thanks for your query to HCM.
I reviewed facts of your query in context to your health issues and feel concerned about them.

My Primary Opinion-
Dear,In My opinion, in the given situation you seem to suffer from-TOS(Thorasic Outlet Syndrome) with Venous and Neural Compression in the neck.
This is mostly from Extra Cervical Rib/ or from Ant.Scaleni muscle/ or pectoralis minor compression.

Do's-
I would advise to get Consults with Thorasic Surgeon-doctor and treat it accordingly, to avoid further complications from it.
Get CT study of Neck and USG with Doppler of left side Vessels to confirm the cause of this painful left vein
Primary Conservative/ Medicinal treatment-
Physiotherapy and Medicines to avoid pain/ tingling in left hand should be tried.
IF any thrombotic clots are there, needful thrombotic dissolution by PCDT-percutaneous Catheter Directed Thrombolysis with TPA(Tissue plasminogen Activators-like Activase/ Alteplase) would be needed to treat it.
If still no relief- and recurrence is there-
Then Decompression of the obstructing extra cervical rib/ or scaleni muscle would be needed to control it.
Other causes need to be ruled out, after getting more details from you.

Next Appointment-
After 1 week-to resolve your problem
