Suggest Treatment For Swollen Ankles In A Person With Heart Failure?

My husband has had Congestive Heart Failure in the past. He has a defibulater in. Right now his ankles are swollen and he is having trouble breathing when laying down. He is 71. Should we go to the ER or should he take a water pill to see if the swelling goes down

Hello,
These are signs of water retention and pulmonary oedema.
Although treatment does involve giving water pills,but patient should be taken to ER as he is finding difficulty in breathing on lying down.
He would require intravenous diuretics,oxygen etc.
