Suggest Treatment For Severe Skin Allergy And Rash Around Eyes

My wife has a severe skin allergy/rash around her eyes. Several doctors, allergists and the like have been unsuccessful finding a cure. She is now trying a homeopathic approach. Her mother has the same condition and has never been able to find a cure. The irritation seems to be topical and itches severally with heat, dust, fragrances, etc. Please help. We are both in tears.
