Suggest Treatment For Pain In Spine

I was in a car accident rear ended. I have pain in my spine even after a few cortizone shots, which helped the sharp pain down both arms. however still have heavy pain in spine of neck to upper back. could this be a ligament?The MRI showed a protruded disc, numbing in both hand.

A protruded disc if does not settle withvstetoid shots, & is causing constant pain requires cervical collar, neck muscle toninng exercises and if nothing works out a surgery
