"I have most all the symptoms of hypothyroidism" First and foremost, Undractive thyroid (hypothyroidism) produces vague and non-specific symptoms. So the so called Thyroid symptoms could be because of many other things.
"tested for the last five years only to be told t3,t4 and
tsh are all normal"... So basically you donot have a thyroid problem.
"This year I had a Thermogram done which showed my right thyroid is inflamed" - I am surprised ! Who recommended this test to you, this is not a recommended test and
boils down to quackery instead of real science.

Plaque in your carotid. I would advice you to get a
lipid profile done and get a Doppler of the carotid. If your carotids are blocked then it can lead to a
stroke. Don't blame your poor thyroid for this, this is because of something more sinister called ATHEROSCLEROSIS
Anterior triangle of the neck and it seems that if a person's thyroid is inflammed enough it could place pressure on the caratoid artery possibly resulting in a turbulent flow and also effecting the blood flow to the C1 area and occipital area. I have a significant amount of pressure in the occiptal muscle region. For the last two weeks I have
tingling in my left shoulder, forearm, thumb and index fingers"... None of this is because of thyroid problem. You are attributing it wrongly to the thyroid problem.
Finally, STOP SELF DIAGNOSIS and report to a doctor if you really suffering and trust your doctors judgement
