Suggest Treatment For Hyperpigmentation On Hair Follicles On Skin

How do I rid my skin of unsightly hyperpigmentation of hair follicles on my thighs and buttocks? Cannot afford laser skin treatments. I am a 44 yr old female, 5'4", 144lbs, with a history of antibiotic treatments for acne. Those rounds of antibiotics, in my early 30s, were worse than useless, they were the direct cause of seborrheic dermatitis on my scalp AND the folliculitis /follicle hyperpigmentation problems.
