Suggest Treatment For Eyelids And Skin Under Eyes Turning Red

My 2 year old daughters eyelids and skin under her eyes are red. At first I thought it was because she was tired but after watching for over a week, the color doesn't seem to go away. It doesn't look like the skin is swollen, maybe a little dry but not flaky or bumpy either. Should I be concerned and take her to a doctor?
