Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concerns..

As per your complain bumps over the lips that are painless and very small in size can be Fordyce's spots that are not any pathology but are raised Sebaceous glands..

Other causes of small bumps can be allergic reaction, bacterial infection and viral infection that is herpes labialis that you are already told about by the doctor..

Herpes labialis occurs commonly in the form of small fluid filled blisters that are present in clusters..
In case if you are doubtful about having herpes then you can undergo tests to confirm virus that is like Polymerase chain reaction, viral culture, antigen antibody reaction etc..

If the test comes out to be positive then you might need antiviral medication otherwise not and then consult a Dermatologist and get exclusion of other causes also done and ruling out the correct cause can give proper treatment results..

Hope this information helps..

Thanks and regards.
