Suggest Treatment For Blocked Nostrils

I have very bad sinus infection for which I am taking antibiotic. It may be curing my infection but my both nostrils are completely blocked. I can't breathe and sleep at night. I have been given fluticasone propionate nasal spray which I have used three times but not helping so far....
What next can I try or do to get some relief? Please advice.

instill 3 drops of otrivin in each nostril 3 times a day for 6 days and follow it uo with steam inhalation.
