Sexologist 's  Response
Hello Mr Joe
One testicle is enough for fertility . If both testis are not developed, there can't be many sperms in semen. Please get the following tests done from a good lab and send

Semen examination after 1 day. gap,
FSH &LH levels,
Total testosterone level,
Ultrasound scrotum to look for varicocele and testis anatomy
I shall guide you further once You get the tests done.

Urologist Dr. Dr. P. T. Patil's  Response
Hello
Thanks for query .
Based on the facts that you have narrated you seem to have hypogonadism as confirmed by the absence of sperms in semen .

However iI would suggest you to consult qualified Urologist for detail clinical examination and get following basic tests done
1) Ultrasound of scrotum
2) Semen Analysis
3) Testicular Biopsy (If required )

Further treatment if feasible will depend upon result of these tests and final diagnosis.
