From what you have said, it shows that you were diagnosed with hypertension at least 10 years ago, at 27years which is more in favour of a secondary hypertension
implying there is an underlying cause and that's probably why your blood pressure has been persistently high.
is caused by deposition of uric acid in joints. The blood level of uric acid does not necessarily confirms a gouty attack. Gout is confirm by demonstration of the crystals of uric acid in the joint fluid. Hypertension however, can predispose to gout.
What i will advise is that you see a cardiologist to investigate on the cause of the hypertension and you also see a rheumatologist
to for proper diagnosis and management of the arthritis
