Sticky Penis And Scrotum, Slight Pain In Bladder While Urinating. What Could Be This?

For the last few weeks I have noticed that my penis and scrotum has become sticky. All std and uti tests have come back negative and there is no discharge that I have noticed . Although I have also notice a very slight pain in my penis and bladder when urinating. My doctor told me all is normal but I am worried incase thay have overlooked something. Any idea what could be causein this.
