Splotchy red rash, bumps, treatment?

my husband walks 8 miles every day and gets a splotchy red rash with some bumps under the arm I assume it is something like heat rash or because of sweating....what is the best way to treat it?

I think this may be due to clogging of sebacious gland.
You may apply hot fomentation and once it has gone then start applaying talcum powder while you go for walk.
