Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concerns..

As per your complain small amount of mucous and chest congestion can be due to causes like upper respiratory tract infection, lung infection etc..
Nebulizers re generaly given to patients who are suffering from excessive mucous, congestion, breathlessness due to constriction in bronchioles leading to difficulty in breathing like in Asthma, COPD, and ther severe respiratory infections..
In case if you have mild congestion and mucous it is not generally needed and it is not always necessary to take excess of medicines and drugs..
So I would suggest you that for milder conditions you can do steam inahalations and do warm compresses over the chest..
You can also sip warm water, take oral decongestants like Phenylehrine and mucolytics like Ambroxol along with anti allergics like cetrizine..

Hope this information helps..

Thanks and regards.
