First of all let me tell you that a given medical problem can be due to various causes. Headache can be due to various causes too. It can be due to brain tumor, infection, problem in the blood vessels of brain, migraine, uncontrolled blood pressure and so on. Whether a patient with headache will require a brain scan largely depend upon the presence or absence of neurological deficit on neurological assessment by a neurologist.
From the data that you have provided (age, gender, presence or absence of other symptoms not mentioned), it seems that your diastolic blood pressure is very high which need to be controlled.
I advise you to meet a physician who will determine if you have any neurological deficits or not and will guide you regarding the scan and the cause of elevated diastolic blood pressure. I strongly advise you to check your kidney functions which may explain your high BP . Further you will need treatment for your elevated cholesterol too
