Red spot on leg calf. Eruption with scaling. Took Neosporin. Head congestion virus. How to cure it?

A red spot appeared under the skin 3 days ago on inside leg calf. It has gotten larger with what looks like an eruption with some rough scaling. It's tender to touch but otherwise doesn't hurt. I've put Neosporin on it nightly. Also I'm fighting the stuffy, head congestion virus that's going around again. I had it for several weeks last Sept/Oct. What is the place on my leg?

The above the complaints of yours appear to be unrelated.
The red eruptions on calf appears can be either panniculitis or erythema induratum.
A definite guidance can be given only after examination of the affected area.
Please send photographs if possible so that you can be assisted further.
