im 15 years old i have red dry skin splotches all over my chest and collar bone and in between my breasts my skin has been dry for a while now but i dont understand what it is, it looks like my skin color is changing from carmel to red

You could be having photosensitive rash. Avoid exposure to sun. Use sunscreen to prevent UV light damage from sun. Avoid anything you feel you are allergic to like certain food, cosmetics, oils. Eat plenty of fresh fruits and green leafy vegetables. Drink plenty of water. You may apply soothing calamine lotion for relief. Consult your Dermatologist for specific diagnosis after getting a thorough checkup and appropriate treatment.
