Dermatologist 's  Response
Hello,
Welcome to healthcare magic
You didn't mention whether the rash itches. The location of the rash is typically seen in varicose eczema or varicose ulcer. Do you have varicose veins, that is dilated and tortuous veins on the legs ?
I will recommend you to see a dermatologist to confirm the diagnosis.
Hope this helped
