Hi,

I have gone through your query.
Pimple like bumps on scrotum are mostly Ingrown hairs because of shaving or bacterial infection of hair follicles. Since they are recur frequently it is most likely to infection. I advise you to take a course of antibiotics like Ciprofloxacin or Cefexime.
Avoid shaving of the area.
Don't squeeze the bumps.
Maintain proper hygiene of the area.
