Rashes On Skin, Bumps On Legs, Itching, Bleeding On Scratching. Treatment Options?

I have some kind of rash or open wound. It is red around & inside it is white inside. Some of it is bumpy but not all of it. I have two on my left side on my right leg and some on my right side of the leg. It itches sometimes and when I scratch the inside bleeds . What can I do to get rid of it? I have been putting cortisone , but it isn t going away.
