From the site and pattern of eruptions you have described, i can think of two most commonly occurring possibilities:
: Bacterial infection occuring in hair folicles.Frequently recurring and very persistent. Occur due to colonization of bacteria like Staphylococcus
contagiosum: Viral growths. Usually asymptomatic.Appear as pearly white papules , either in clusters or singly.Spread due to inoculation in surrounding areas, e.g. shaving .
In either case ,you should visit a dermatologist
and get treated appropriately.
