for accurate diagnosis u have to consult a dermatologist in your locality. it may be due to
dry skin or it may be contact allergy due to some fabric.
u can apply ELOVERA Cream over the back.

Hello If there is no redness or eruptions it can be due to dry skin in winter, keep it moisturised, you can apply a combination of one part of glycerine and two parts of rose water on the back for a few days, olive oil application also helps. If you wish to give homoeopathic medicine, give one dose of sulphur 30 and wait for 3 days. If not better consult a physician.
