Lumps On Legs, Feels Like Filled With Fluid While Pushing, Visible. What Could Be This?

I have some lumps on my legs, only on the shin bones. If I push on them they feel like they are filled with liquid but they do not hurt and are not any other color but my skin color. I have a few on each leg and the are about half inch across, and are mostly visible when I flex the muscle. I am 17, but I have had them for a couple years. What are these bumps, and why do I have them?
