Hi,
Welcome to HCM.

Lot of variations can occur with labia minora as with that of foreskin in males. Some have long, some have short, tight or retracted. Similarly in females the hood will appear different from race to race and according to the availability of hormones during genital development. It is mostly decided by genetics and not by STD or any infections or because of child birth.
So nothing to worry about the same.
wish you a good health.
