Itchy Bumps On Scrotum, Penis. Not STD. What Could It Be?

yes. I strated getting itchy little bumps all over my body. I paid them no mind and though it was just a reaction to a lotion or soap I used, due to my sensitive skin . I didn t start worrying until i found two bumps on my scrotum . They both itched and thats how I discovered them. I have went to the doctor and got tested for STD s and I am negative. I recently (a day ago) discovers a new bumps on my penis head, they have no discharge or puss. I am worried, and don t know what this could be.
