Itching Red Bumps On Inside Lip, With Lot Of Discharge. What Could Be The Cause?

i have red bumps on the in side of my lips that itch and sting reminds me of diaper rash ... but I have a lot of discharge(always have) could the moistness be why I get them like a diaper rash or could it me some more serious? also I do shave and I get the more when the hair grows back some again holding moisture! I just want to make sure it not this big thing
