Is There Any OTC Available As Decongestant For A High BP Patient With History Of Open Heart Surgery?

My husband has high blood pressure and he takes Ramipril 5 mg. He had open heart surgery last April...cabbagex5. He needs a decongestant for a chronic cough he gets in the winter months. Is there an OTC that he can safely take that will decongest him?
