Neuro "Problem" caused by a Cardiac "Reason". The circulation (cardiac) to the brain is damaged, causing decreased circulation to the brain (neuro) & thus neuro deficits. Strokes (CVA: cerebral vascular accident) (note the very name has both "cerebral"/brain and "vascular"/circulatory/cardiac) is (in laymans terms) a block or rupure of a blood vessel supplying the brain.
