Hi my baby is 23 months old and she is having a temp of 102.9 , we gave her tylenol and ibuprofen , she is also having severe cough and congestion...... No appetite , we went to doctor on Friday, she is having fever since Wednesday night....... Should we go to emergency......

It appears your doctor didnt seem very concerned. If the symptoms persist or worsen beyond 2 days after the initial exam by your doctor, I recommend having the baby re-examined. This does not have to be done in the ER.
