Is It Possible To Have Cramps In A Vein In Neck?

I have a sharp pain on the right side of my neck, it started two days ago in the middle of the night, almost like a cramp in my neck, but with a throbbing feeling. My question is; is it possible to have a cramp in a vein in your neck, the pain is not constant, but is very uncomfortable and i have started having a headache.
