Is Excessive Blinking Of Eyes Suggestive Of A Neurological Problem?

My daughter is 12 years old and in the last several weeks has been blinking in excess. She has had a neck issue for 6 years that several doctors have said is muscle related and will heal. Could this be a neurological issue stemming from this injury?
