Is Artery Blockage Not Repairable?

My dad is a 67 yr old man with a 100% blockage on the left carotid artery and 50% on the right. The Dr here says it is not operable?? They put him on Plavix and put him on 40 mg of his cholesterol meds and an aspirin? Will this help and why is surgery not an option?

Generally he can be operable under very high risk .Also his blood sugars and blood pressure and all other reports should be normal.thankyou
