Is A Negative HIV ELISA Test Result 18 Days After Exposure Conclusive?

Hello doctor , I had unprotected sex first time in 3 July little bit tensed to think about whether I m HIV infected or not...so after 18 days I had Elisa test nd it becomes non reactive...and I facing little dry cough..but on 9 August have seen multiple red spot in lower scene of penis shaft...no inching no pain..but little bit tensed to think when I think about HIV ... please reply soon

I would recommend to get repeat test after 12 weeks for conclusive results.
18 days are too early to detect antibodies.
