I Have Itchy Forehead With Dryness In Cold Weather

my mother post menopausal, has itchy forehead dryness of the relevant area and scaliness. it s cold here now with temperature of 2-3 c. mom goes out to work

no use of any dye. cream she uses ponds moisturising lotion. has been using the same brand 4 two to three years. sun burn.. no chance. it's cold winter out here n sun rarely comes out 4 more than 2-3 hrs. also she uses sun screen.
