hi,some people are constitutionally thin.its always better to be lean than fat.as fat people are more prone to lifestyle disorders like high bp,diabetes, high cholestrol and coronary artery disease.ideal weight gain in pregnancy should be around 11 kg.1 kg in first trimester,5 kg in 2 trimester and 5 kg in third trimester.if weight gain is according to this then not a matter of concern. but for weight gain she can have high protein diet(egg, chicken, soyabean, tofu) and high calorie foods like sugar, jaggery, full cream milk, nuts, etc.take care and all the best.
