How To Ascertain That One Is Attaining Puberty?

My almost 11 year old daughter has been having dizzy spells for almost 2 weeks on and off. she also went through a tremendous growth spurt over the past month. could this be pre-puberty? she is developing and I was 11 when I began my menstral cycle.
