Gynecomastia is due to excess growth of breast tissue and not excess fat tissue and more importantly by an imbalance of the hormones estrogen and testosterone for which one may have to undergo a series of tests like:
. complete blood count
. liver function test,kidney function test,Thyroid Function test, cortisol/ prolactin level

ultrasonography Scrotum, CT Adrenals, MRI brain for pituitary.
2. More than half of boys develop gynecomastia during puberty.The tissue mainly comprises of
adipose tissue, and if one will lose weight and body fat; gynecomastia will automatically come under control.
PS. It seems that you are slightly overweight for your age thus start with gradual exercises
3. Surgical correction can be done from cosmetic point of view. [

4. In Ayurveda we generally approach the disease as kapha disorder.
