How Does Arthralgia Relate To Arthritis Of Knee?

I was diagnosed in the Army several times as having arthritis in my knee. The VA said I did not have arthritis, but arthralgia. I do now have arthritis in that kn.ee and have had surgery for a torn meniscus. Is it possible to go from arthralgia to arthritis?
