Hello welcome to the health care magic

You are suffering from HCV induced cirrhosis of liver......

So because of cirrhosis you are having portal hypertension and that can lead variceal bleeding

Permanente treatment for cirrhosis is liver Transplantation but it is very costly and usefulness in HCV positive Pateint needs further discussion with gastroenterologist

For portal hypertension beta blocker can be prescribed If needed

Treatment of variceal bleed is band ligation or sclerosent injection

If needed TIPSS like less Invasive procedure can be done to reduce portal hypertension

But as you are diabetic before any intervention sugar level must be controlled and benefit to rusk ratio should be think

Take care

Hope your concern solved

Consult gastroenterologist for examination and further discussion
