Head Heaviness, Dizziness, Low BP. Asked To Increase Water Intake To Regulate BP. Medication Suggestions?

My mother was admitted in a hospital for ONE DAY, after she indicated heavy head and dizziness . Her Blood Pressure was in range 65 and 90(on high side). She was asked to improve her water intake to keep the blood pressure normal. No medication was suggested. Is there any medicine that is required for her to keep the BP normal?
