Itchy pubuc area might be due to skin irrittion which is most probably caused by sweat and chemical substances. When you shave pubic hair, the sweating lessens and the irritation decreases. Check the soap you are using. Also check the detergent soap or powder. Detergent used to wash your underclothes might interact with the body sweat. Rinse the undergarments thoroughly. Use mild moisturising soap. Enjoy. Get well soon.

General & Family Physician Dr. Ramesh M.Vachharajani's  Response
It seems that you are having irritation due to ingrown hair follicle or fungal infection in groin.
Apply triple acting cream.
Take Cetrizine or Benadryl for itching as and when required.
Keep part clean, dry, airy and well shaved.
Ok and take care.
