Have Blotches On Penis. Why Do They Disappear When Erect?

hi i was just wondering because i have had a couple blotches on my penis shaft that dont seem to be going away. i have been checked and have had std tests i am clean but these red blotches are still there. when i am errect they dissappear. When i pull the skin it looks like the vein is damaged but i m not sure. what can i do?
