Fluctuating BP with unrelenting pressure in neck, chin, negative test for CMV. What could be the root cause?

I have had normal blood pressure (under 120/80) until this year - In February my blood pressure started going up and down - 150/84 then 135/75 then 123/73 all in about three hours - I ve felt unrelenting pressure in my neck, under my chin - I got tested to CMV (cytomegliovirus) ; it was negative. Any idea what the root cause could be
