Eczema All Over Body. Relief With Steroid Creams. Bumps On Penis Head. Hydrocortisone Not Effective. Solution?

Hi,

A few months ago I had a bad case of eczema that spread across my body including my penis. For about 2 months I was going back and forth using steroid creams to get rid of it (never used over a 2 week period, and generally I could get rid of it within 3 to 4 days). As a way to prevent future outbreaks I used many different types of lotions. Some unconventional like sulfer ointment and coconut oil. I noticed over a month ago that on my penis head that there are small cluster of bumps. They aren't that noticeable and look more scaly than actual bumps. I went to my dermatologist and she said it looked like I still had minor eczema and to take hyrdrocortisone and protopic to get rid of it. That didn't seem to help (did that for 2 weeks) so I'm wondering now if I have some kind of fungal/yeast infection or possibly warts (very unlikely though based on what I know about them and my derm should definitely be able to spot those), or this could just be possibly how my penis is supposed to look and I'm just not used to it as I've been staring at it so much. Would appreciate if someone could point me in the right direction.

I would like to say one thing don't use steroid in any way , except in emergency.
In my opinion consult one more dermatologist and get his opinion.
If that in not possible than upload a photo of effected part in two different way over this site.
