Does Swollen & Tender Arm/elbow Suggest Fracture?

I fell on my arm a couple hours ago right below my elbow. It is swollen, tender and tight, but I am mobile. I can move my elbow very little pain, move my fingers no pain just really tight on my forearm, but when I flex my wrist up or any pressure is applied it bring excruciating pain. Could it be a fracture or just sprained?

Since you have suggested an injury due to a fall, i will suggest X Ray of the affected region to rule out a bony injury because the management may be entirely different in case of a bony or a soft tissue injury.
