Hi, welcome to HealthcareMagic.

The fact that you feel you have not grown since 16yrs and that you sleep late in the night may be coincidental. However, scientifically speaking, growth hormone is released in the body, more during sleep, and one need adequate sleep during growing years for adequate growth. So, the solution would be to sleep early and get adequate sleep for each day.
