Diabetic, Having Blurred Vision In Both Eyes. Dilated The Eyes And Reduced The Blood Flow. Is It Diabetic Retinopathy?

My friend has sudden decline in vision (over about 10 days now), both eyes cloudy/blurred, right one worse than left one but both affected. He saw an eye surgein who dialated his eyes and said he had reduced blood flow to eyes? He had an MRI done which showed nothing significant (no MS, no tumor, etc). He has diabetes which is now fairly well controlled but was not for about 10 or 15 years or so now. He also has had chest pain in the past. All vitals are WNL and blood work was insignificant. He feels fine other than the eyesight and can't see to drive, can barely watch tv, can't read at all and can't make out faces on people. Eyesight continues to slowly decline or stay as is but has not gotten better. The eye surgeon wants him to see an optic neurologist. Could this be Diabetic Retinopathy and if so why wouldn't the surgeon see signs of it or diagnosis it? What else could it be?

1. diabetic retinopathy does continue /progress despite good control of blood sugar,albeit slower.
2.blurred and declining vision for distance and near suggests a global involvement of the retina and/ or involvement of the vitreous (gel in front of the retina).
3. in this case,the blood vessels supplying the optic nerve and /or the retina also seem to be involved.
Unless a fundus photograph/fundus fluorescein angiography is done and seen by the eye consultant ,pointing out one single cause is difficult.
4.do get the above investigations done or ask about these to the retina specialist .
