Could High Tsh, Glucose And Eosinophil Levels Be Due To Hypothyroidism?

my daughter recently had blood work done which resulted in high tsh level, high glucose, high eos levels and low vitamin D. Wondering if hypothyroidism could account for these levels? Or what other diagnosis' might be. Daughter is 25, is 5'3" and approximately 130 lbs.
