Hi Dear ,

Welcome to HCM.

Understanding your concern.

The symptoms you mention in query are clearly indicating a condition called chapped lip . This happen when we pick and lick our again and again , because it remove natural moist layer from the lips and make then dry after that white patches appear . I would suggest you to stop licking and picking habit , apply lip balm containing SPF 15 all the time .
Apply raw honey for 15 minutes on lips then wash them . Drink at least 8-9 glasses of water in a day . If condition doesn't get normal in a month then consult dermatologist for proper examination and to rule out condition like lip infection .

Hope your concern has been resolved.

Get well soon.
Best wishes,
Dr. Harry
