Child Has White Patches On Arm, Has Eczema. Is It A Fungus?

Yes my daughter is 2 years old approx 8 months so she started getting white patches on upper arm ....sheer does have eczema but mild they patches are smooth and almost like if age can t tan on those patches she is a biracial child so when out in the sun and skin is darker they patches are more noticeable. Recently in they part month they patches are on her leg. what could it bee? Is it a fungus? Or a pigmentation issue?

She is suffering from atopic dermatitis.
Apply a mild steroid ointment twice daily for 7 days.
Apply a good quality moisturizer thrice daily all round the year.Keep her skin well hydrated and avoid sunburns.Prevent allergies.
